Pacific Islands Area WHIP
2007
The Wildlife Habitat Incentives Program (WHIP) is a U.S. Department of
Agriculture (USDA) voluntary conservation
program that encourages creation of high quality wildlife habitats that support
wildlife populations of National,
State, and local significance. It provides financial and technical assistance to
landowners and others to develop
upland, wetland, riparian, and aquatic habitat areas on their property.

A focus of the Wildlife Habitat Incentives Program is to improve habitat for threatened and endangered species including the Nene, or Hawaiian Geese (Branta sandvicensis), the State Bird of Hawaii pictured above.

Through WHIP,
the Natural Resources Conservation Service (NRCS) provides technical and financial assistance to landowners and
others to develop upland, wetland, riparian, and aquatic habitat areas on their property.
WHIP sign-ups are currently underway at all USDA Service Centers in Hawaii,
American Samoa, Saipan and Guam. Individuals or
entities can apply for cost-sharing of many types of structural and management conservation practices, which
address the following wildlife priority habitats identified by the State Technical Advisory Committee and the
Local Work Groups:
- Native forests or riparian area connected to a native forest reserve, wildlife refuge, or other preserved forest/riparian area
- Coastal habitats that support rare plants, seabirds, monk seals, or turtles.
- Streams with native organisms
- Anchialine pools
- Migratory bird habitat
- Threatened/endangered species habitat (vertebrates, invertebrates, plants)
- Wetlands with endangered waterbird potential; montane bogs
- Caves with rare species
WHIP was reauthorized in the 2002 Farm Bill and is administered by the USDA Natural Resources Conservation Service (NRCS).
