Purpose:
To distribute the Soils List for difficult fence installation, by Island, and to provide instructions on how to use and implement it.

Expiration Date: September 30, 2007

Attached is a list of all soil map units in the PIA East that are considered to be limiting with respect to fence (Practice Code-382) installation. The limiting soil map units have been separated, by island, to make it easier for each field office to identify the limiting soils within their operating area. If during the planning process, it is determined that a fence (individual contract item) will be installed on land where at least 50 percent of the fence length traverses limiting soils then the entire fence will be eligible for the higher cost component identified as a "difficult installation" on the FY-2007 EQIP and WHIP cost lists.

To determine if the proposed fence has at least 50-percent of its length on limiting soils, the fence must be entered into Toolkit. Once the practice is in Toolkit, overlay the soils layer and determine if any of the limiting soils identified on the attached file (Limiting Soils for Fence Installations.doc) intersect with the fence location. Use the measurement function in Toolkit to tally the lengths of fence.

The above referenced program cost lists will be loaded onto all PIA "F" drives (F:\FOTG\Section_I) so that the field offices can upload these cost lists into Toolkit when developing individual FY-07 EQIP contracts.
